In 1919, a young man in Vienna was juggling four ideas at once: Einstein's relativity, Marx's theory of history, Freud's psychoanalysis, and Alfred Adler's individual psychology. Karl Popper was in his late teens, drifting through the intellectual currents of a city that took ideas seriously. What struck him was a difference he couldn't shake. Marx, Freud and Adler seemed to explain everything — no event ever contradicted them, every case confirmed the theory. Einstein was different. He had made a prediction so specific that a single observation, taken during a solar eclipse that same year, could have sunk it.

That contrast became the seed of a whole philosophy. The theories that explained everything explained nothing, Popper decided, precisely because nothing could ever count against them. The theory that stuck its neck out — that told you in advance what it forbade — was the one doing real intellectual work. Out of that intuition grew a body of thought that would spend the next sixty years attacking a very old and very comfortable assumption: that knowledge grows by collecting confirmations, by observing carefully and generalizing from what we see.

"Popper Selections" gathers thirty pieces of his writing, chosen by David Miller, that trace this single conviction across science, politics and the mind. The through-line is deceptively plain, and it is what makes Popper both bracing and unsettling to read. We do not learn by being right. We learn by being wrong — and then noticing, and then correcting. Everything else in his philosophy follows from taking that sentence completely seriously.

Chapter 1 — The myth that we learn by piling up facts

The picture most of us carry is roughly this: a scientist observes the world patiently, gathers data, and then draws a general law from the pattern. See enough white swans and you conclude that all swans are white. Philosophers call this induction, and it feels like plain common sense — the way children and cooks and detectives seem to learn. Popper's first move, the one everything else rests on, is to say that this picture is not just incomplete. It is false, and it has been quietly poisoning our idea of knowledge since David Hume first pointed at the hole.

Hume had noticed, back in the eighteenth century, that no number of past observations can logically guarantee the next one. The sun rising every morning of recorded history tells us nothing certain about tomorrow. There is no valid step from "this has always happened" to "this will always happen." Most philosophers treated this as an awkward puzzle to be softened or explained away. Popper treated it as decisive. Induction, he argued, does not work — not sometimes, not usually. It is a myth, and no amount of probability-talk repairs the underlying gap.

Chapter 2 — Why a theory earns its keep by risking its neck

If we can never confirm a theory, we can still do something else with it: we can try to break it. And here Popper found the asymmetry that organizes his entire philosophy. No number of white swans proves that all swans are white — but a single black swan disproves it outright. Confirmation is logically weak; refutation is logically decisive. You can never reach certainty by adding up successes, but you can reach it, in the negative, with one honest failure. Knowledge grows not by accumulating yeses but by eliminating noes.

From this he drew his famous criterion, the one that made him notorious. What separates a scientific theory from a non-scientific one is not that science is proven and the rest is not. It is that a scientific theory is falsifiable — it forbids something, it tells you in advance what observations would count against it and, in principle, sink it. Einstein's relativity did this. It predicted that light would bend by a precise, measurable amount near the sun, and it staked its life on the result. That was, for Popper, the mark of intellectual courage.

Chapter 3 — Bold guesses and merciless testing

If observation doesn't build our theories and confirmation doesn't secure them, how does knowledge actually advance? Popper's answer is a rhythm, almost a heartbeat: conjecture, then refutation. We throw out bold guesses — the bolder the better, because a bold guess forbids more and therefore tells us more — and then we attack them as hard as we can. What survives our fiercest attempts to destroy it we hold onto, provisionally, until something better comes along. Science is not a monument of settled truths. It is a graveyard of well-tested errors, and its progress is measured in the quality of the corpses.

This puts imagination and criticism in a strange partnership. Where does a bold guess come from? Popper is relaxed about this: from anywhere. A dream, a myth, a wild analogy, a hunch in the shower. There is no logic of discovery, no method for having good ideas. What matters is what happens next — the ruthless, honest testing. He liked to say that we are free to invent our theories however we please, but not free to spare them afterward. Creativity proposes; criticism disposes. The two together are how we grope forward.

Chapter 4 — A politics built for people who are often wrong

The most striking thing about "Popper Selections" is how naturally the philosophy of science flows into a philosophy of society, without any change of gears. Because if the whole point of knowledge is that our theories are guesses we must be free to test and to overthrow, then the same must hold for how we organize collective life. Popper's political writing, sharpened during the Second World War while he was exiled in New Zealand, applies the identical logic to power. The question we usually ask — who should rule? — is, he says, the wrong one. It assumes we can identify the wise and the good in advance, which is exactly the kind of confirmation we can never have.

The better question is procedural and modest: how can we arrange things so that bad rulers can be removed without violence? An open society is one that keeps its guesses correctable. It treats policies as tentative — as social experiments that might fail — and builds institutions, above all free criticism and peaceful replacement of governments, that let failures be caught and reversed before they become catastrophes. Democracy, on this view, is not the rule of the wise. It is the arrangement that lets us learn from our political mistakes at the ballot box rather than on the barricades.

Conclusion

The young man puzzling over Einstein and Marx in 1919 never really changed the question he was asking. He simply followed it further than anyone expected — out of physics, through the theory of knowledge, and into the design of decent government. What holds the thirty selections together is not a system but a temperament: the conviction that we are creatures who guess, who err, and who advance only by the honest catching of our errors. Certainty was never on offer. What Popper offered instead was a way of being wrong that turns each mistake into a rung.
