
Governing the Commons
When neither state nor market works

In a mountain village in the Swiss Alps called Törbel, farmers have shared a communal pasture since at least 1483. The land is used by many, owned by no one in particular, and yet it has not been overgrazed, sold off, or destroyed in more than five hundred years. Every household with cattle has a right to graze the high meadow — but only as many cows as it can feed on its own private plots through the winter. The rule is old, simple, and enforced by the villagers themselves. No minister set it; no company bought it.
For most of the twentieth century, economics and policy said this should not work. The dominant story, made famous by the biologist Garrett Hardin in 1968, was the tragedy of the commons: when a resource belongs to everyone, each user takes more than their share, and the whole thing collapses. The solution, everyone agreed, was to hand the resource to one of two masters — the state, which would regulate it from above, or the market, which would carve it into private property. Those were the options. Törbel, and hundreds of places like it, were not supposed to exist.
Elinor Ostrom spent decades looking at the places that were not supposed to exist. She was not a fabulist finding charming exceptions; she was a political scientist assembling hard evidence — irrigation systems in Spain and the Philippines, fishing grounds in Turkey, groundwater basins in California. Some of these self-governed commons had lasted for centuries. Others had fallen apart. The interesting question was not whether communities could govern themselves, but when, and why some managed it while others failed.

01Chapter 1 — The two stories we keep telling
The trouble, Ostrom argued, started with the models. Three of them had come to dominate how we think about shared resources, and each was elegant, influential, and quietly misleading. The first was Hardin's tragedy of the commons: a pasture open to all, where every herder gains by adding one more animal and everyone loses as the grass disappears. The second was the prisoner's dilemma, borrowed from game theory, which showed rational individuals betraying a cooperation that would have served them both. The third was Mancur Olson's logic of collective action, which held that people who share a common interest will not act on it unless someone forces them to.
What these models had in common was a conclusion baked into their assumptions. They imagined isolated individuals, unable to talk to each other, locked into a single move with no future and no memory. Under those conditions, of course cooperation fails. But real herders talk. Real fishers see each other year after year. They make promises, watch who keeps them, and punish those who don't. The models had frozen a moment and called it human nature.
02Chapter 2 — What the fishers of Alanya figured out
Consider a small inshore fishery off Alanya, on Turkey's southern coast. By the early 1970s the fishery was in trouble. Roughly a hundred local fishers were competing for the best spots, and the competition had turned ugly — fights over locations, wasted effort, hostility. Any economist could have diagnosed it as a textbook commons problem headed for ruin. What happened next was not a government program and not a sale to a private owner.
Over years of trial and error, working through their local cooperative, the fishers built their own system. They made a list of every usable fishing site. Each September, eligible fishers drew lots to assign the sites. Then, through the season, each fisher moved east to the next site every day, so that everyone rotated through the good spots and the poor ones in turn. It was ingenious. It matched fishers to locations without conflict, spread the fishing effort evenly, and gave nobody a permanent claim on the richest grounds.
03Chapter 3 — The rules that hold, and the ones that don't
The cases that endured were not lucky; they shared a recognizable architecture. Out of dozens of comparisons — including the failures, which mattered just as much — Ostrom drew out a set of design principles common to the long-lasting commons. First, clear boundaries: who has the right to draw from the resource, and where the resource ends, must be well defined. A commons open to everyone in the world really does invite the tragedy. A commons with a known membership does not.
Second, the rules had to fit local conditions. A quota copied from a textbook or another region tends to fail; rules that grow out of the specific rhythms of a particular fishery or watershed tend to work. Third — and this one is easy to overlook — the people affected by the rules had to have a hand in changing them. When users can adjust their own arrangements as circumstances shift, the rules stay alive. When rules are handed down and frozen, they rot.
04Chapter 4 — Beyond the panacea
What Ostrom was really dismantling was the appetite for a single answer. Policy, then as now, loves a panacea — one instrument that will fix a class of problems everywhere it appears. Privatize everything. Nationalize everything. Deregulate, or regulate harder. The commons debate had been conducted in this key for decades, as if the world's fisheries and forests and aquifers were interchangeable units awaiting the correct universal treatment. Her whole body of evidence pointed the other way: that no single arrangement, whether state, market, or community, works across all settings.
This is a harder message than it sounds, because it asks us to give up a comfort. A blueprint lets an expert prescribe from a distance, without knowing the terrain. Ostrom's principles are not a blueprint; they are more like a diagnostic checklist for institutions that people have to build for themselves, on the ground, with knowledge only they possess. The Alanya fishers succeeded partly because they knew things no ministry in Ankara could know — which patch of water yields what, in which month. That local knowledge is not a nice extra. It is often the decisive ingredient, and it cannot be centralized.
05Conclusion
The pasture at Törbel is still there, still grazed under the same logic that has governed it since before Columbus sailed. It survived not because a government protected it or an owner priced it, but because the villagers built rules that fit their valley and kept those rules alive across the centuries. It is the kind of place the standard theory could not account for — and once we know how to look, such places are everywhere, from Spanish irrigation ditches to Japanese village forests.
