Sometime in 1969, an executive at the Brown & Williamson tobacco company wrote a line that reads today like a confession slipped into the record. "Doubt is our product," the internal memo said, "since it is the best means of competing with the 'body of fact' that exists in the mind of the general public." The company was not trying to prove that cigarettes were safe. It knew they were not. It was trying to keep the question open — to make sure that whenever a stranger in a bar or a juror in a courtroom thought about smoking and lung cancer, a small voice would say: well, it's not really settled, is it? That voice did not appear on its own. It was manufactured, funded, and staffed.
In their 2010 book Merchants of Doubt, the historian of science Naomi Oreskes and the historian Erik M. Conway follow that voice out of the tobacco archives and across four decades of American public life. What they found was not a series of unrelated arguments but a recurring cast. A handful of prominent physicists, some of them Cold War weapons scientists with real credentials and real influence, turned up again and again — casting doubt on tobacco, then on acid rain, then on the ozone hole, then on climate change. Different subjects, same tactics, sometimes literally the same people at the same institutes drawing on the same funders.
The claim is unsettling precisely because it is specific. Oreskes and Conway are not describing a vague conspiracy or a general distrust of experts. They are naming individuals, tracing memos, following money, and showing how a technique perfected to protect one industry was lent out to protect others. The book has been praised for its "brutal clarity" and attacked, sometimes furiously, by the people and interests it describes. Both reactions make sense once we see what it is actually arguing.

01Chapter 1 — A memo that named the strategy
The story Oreskes and Conway tell begins with a problem the tobacco industry faced by the 1950s. The evidence linking cigarettes to lung cancer had stopped being a hunch and become a scientific consensus. Studies piled up. The industry could not honestly refute them, so it did something cleverer. In December 1953, tobacco executives met at the Plaza Hotel in New York with the public-relations firm Hill & Knowlton and agreed on a plan. They would not deny the danger outright. They would fund research, emphasize "open questions," and present the science as an ongoing debate rather than a closed case.
The genius of the approach, the authors argue, was that it never required winning the scientific argument. It only required keeping the argument alive. A tie, in the public mind, was as good as a victory. If ordinary people believed that experts still disagreed, they would keep smoking, juries would hesitate, and regulators would wait for more data that never quite arrived. The Brown & Williamson memo captured it exactly: doubt was the product, and the "body of fact" was the competitor to be neutralized.
02Chapter 2 — The same names, four fights apart
The most striking discovery in the book is how few people it takes. Oreskes and Conway keep encountering the same figures, especially three physicists: Frederick Seitz, Fred Singer, and William Nierenberg. All three were serious scientists with Cold War pedigrees — Seitz had led the National Academy of Sciences, Nierenberg had directed the Scripps Institution of Oceanography, Singer had worked on satellites and rocketry. Their authority was genuine. That is what made them useful.
Seitz went to work for the tobacco industry in the late 1970s, helping direct millions of dollars in research money. The same men later surfaced in the fights over acid rain in the 1980s, where a government assessment they influenced downplayed the damage from coal-plant emissions. They surfaced again over the ozone hole, questioning whether chlorofluorocarbons — the chemicals in old refrigerators and spray cans — were really destroying the protective layer high above the Earth, even as the evidence hardened. And they surfaced yet again over global warming, insisting the science was too uncertain to justify action.
03Chapter 3 — How a manufactured minority holds the microphone
Once the players are on the board, the book turns to the mechanics — how a tiny group can hold a subject hostage for decades. The first lever is the press. Journalists are trained to present "both sides," and that instinct, admirable in a political debate, becomes a weakness when applied to settled science. If ninety-seven scientists say one thing and three say another, balanced coverage gives each side a microphone, and the audience hears an even fight. The manufactured minority does not need to be right. It only needs to be quoted.
The second lever is the exploitation of genuine uncertainty. Science is never finished; every honest researcher will tell you there are open questions. Oreskes and Conway show how that honesty gets weaponized. A scientist admits, correctly, that a climate model has margins of error, and the admission is clipped and recirculated as proof that "even the experts aren't sure." The gap between "we don't know everything" and "we don't know anything" is enormous, and the doubt merchants live inside it.
04Chapter 4 — When science becomes a market to be spoiled
Step back from the individual battles and Merchants of Doubt is really a book about a machine — a transferable method that treats scientific consensus not as a truth to be refuted but as a market to be spoiled. What Oreskes and Conway describe is less a set of villains than a technology of delay, one that can be aimed at any finding that threatens a profitable status quo. Understanding it as a machine, rather than as a collection of bad men, is what gives the book its unsettling reach.
The machine works, the authors argue, precisely because it turns science's virtues against it. Science is open: it publishes its uncertainties, invites challenge, and refuses to claim final certainty. Democracy is open too: it prizes debate and distrusts the silencing of dissent. The doubt strategy slips into both openings at once, dressing a paid campaign in the costume of scientific skepticism and free speech. To object looks like censorship. To insist on the consensus looks like arrogance. The manufacturers of doubt understood this asymmetry and exploited it with discipline.
05Conclusion
The line from the Brown & Williamson memo turns out to describe far more than cigarettes. "Doubt is our product" was, in Oreskes and Conway's telling, the founding slogan of an industry unto itself — one that manufactured uncertainty the way other firms manufacture goods, and sold it wherever a scientific finding got in the way of a profit. The same handful of credentialed men, the same institutes, the same demand for more research carried that product from the tobacco fight to acid rain, the ozone hole, and global warming, each campaign borrowing the tools of the one before.
