Why some disasters destroy us

In the spring of 2020, as a novel coronavirus moved from a market in Wuhan to nearly every country on earth, the historian Niall Ferguson was finishing a book about catastrophe. He had started it before anyone had heard of Covid-19, meaning to range across the whole grim catalogue — the Black Death, the Lisbon earthquake, the sinking of the Titanic, Chernobyl, the 1918 flu, the crash of 2008. Then the present caught up with the manuscript. The result, published that year under the flat, final title Doom, reads like a book that was ambushed by its own subject.

Ferguson's frustration with how we talk about disaster runs through the whole thing. We reach for villains and heroes. We ask who was to blame, we build memorials, we swear it will never happen again — and then it happens again, in a slightly different shape, and we are astonished all over. He wanted to do something colder and more useful: treat disasters as a category, compare them across centuries, and ask why some of them barely dent a society while others carve a permanent scar. Why did the same virus kill so differently in Seoul and in New York?

His answer refuses the easy divide between natural and man-made. An earthquake is geology; the collapsed building is politics. A pathogen is biology; the supply chain that spread it and the agency that ignored it are human. Almost every great catastrophe, in his telling, sits somewhere on a spectrum between the act of nature and the act of the state — and the deadliness is decided less by the trigger than by everything the trigger meets on the way down.

Chapter 1 — Disasters don't come with a schedule

Ferguson starts by dismantling a comforting idea: that big disasters are, at bottom, predictable, and that with enough foresight we could see them coming. History says otherwise. Most catastrophes, he argues, are not the tidy bell-curve events that risk managers love, where the average tells you what to expect. They are fat-tailed and dragon-tailed — dominated by rare, enormous outliers that no smooth statistical model prepares you for. The years pass with nothing much, and then a single event dwarfs everything that came before.

This is why prediction so often fails, and why it is a mistake to fire the forecasters afterward. There were people who warned about a pandemic; Bill Gates gave a widely watched talk in 2015 saying the next great killer was more likely to be a microbe than a missile. The warnings existed. What did not exist was the political will to spend real money on a threat that had no date attached. A Cassandra who is right about the what but cannot supply the when is easy to ignore, and usually ignored.

Chapter 2 — The network is where the damage happens

If you want to understand how a disaster spreads, Ferguson argues, you have to understand the shape of the network it travels through. A plague is not just a pathogen; it is a pathogen plus a set of trade routes, ports, garrisons and pilgrim roads. The Black Death of the fourteenth century moved along the arteries of medieval commerce, following the grain ships and the caravans. It killed perhaps a third or more of Europe not because the bacterium was uniquely clever but because the continent was, for its time, densely and efficiently connected.

The same logic explains why the modern world is so exposed. A globalized economy is a marvel of connection — and connection is precisely what a contagion, financial or biological, exploits. Ferguson leans on the network science of scholars like Albert-László Barabási: most real-world networks are not evenly spread but have hubs, a few nodes with vastly more links than the rest. Airports, banks, cities. Take out or infect a hub and the whole structure convulses. The 2008 financial crisis was a contagion through the hubs of the banking system, one failure cascading through the links until governments had to bail out the nodes too connected to fall.

Chapter 3 — Bu­reau­cra­cies that fail before the disaster arrives

Ferguson is unusually interested in the middle of the organizational chart, the layer between the leader on top and the citizen at the bottom. Popular history blames the general or the president; he blames the org chart. Drawing on the sociologist Charles Perrow, who studied 'normal accidents,' and on the work of Richard Feynman after the Challenger disaster, he argues that the most lethal failures are often not dramatic villainy but ordinary bureaucratic breakdown — information that never reaches the person who could act on it.

Challenger is his model case. In 1986 the space shuttle broke apart because of an O-ring seal that engineers knew was vulnerable in cold weather. The knowledge existed at the bottom of the hierarchy; the decision to launch was made at the top; and the wiring between them was so poor that the warning was diluted into acceptable risk on its way up. Feynman's famous conclusion — that reality must take precedence over public relations — is, for Ferguson, the epitaph of countless disasters. The engineers were right and could not be heard.

Chapter 4 — The politics of catastrophe, not the size of it

Step back and the whole book resolves into a single, stubborn claim: catastrophe is a political and social phenomenon wearing a natural mask. The trigger is almost never the story. The story is the structure the trigger meets — the state's competence, the network's shape, the institution's honesty, the society's memory. This is why Ferguson keeps insisting that the natural-versus-man-made distinction dissolves under pressure. Every earthquake is also a building code; every plague is also a health ministry; every crash is also a regulator who looked away.

The comparison that anchors his Covid chapters makes the point. Confronted with roughly the same pathogen, East Asian states with recent memory of SARS moved fast, tested, traced and suffered far fewer deaths per capita, while several rich Western states with more money and more Nobel laureates stumbled badly. The virus did not choose. The difference was preparation, trust, and the willingness of bureaucracies to act — political variables, not viral ones. The same event, radically different dooms.

Conclusion

The book that Covid ambushed ends up being less about any one disaster than about the strange constancy of how we handle them all. We forget on a generational clock. We build systems for efficiency and are surprised by their fragility. We staff our institutions with people who are punished for false alarms and rewarded for silence, then wonder why the warnings never arrived. Ferguson's plagues and quakes and crashes rhyme not because history repeats but because the human structures that meet each new shock keep making the same category of mistake.
